Can anyone explain this? Did someone have a major party and after every drink from the keg they just put the styrofoam cup on a cacti? Are they cacti party hats? Is it because it is so cold that this is the way they kept them from freezing? I really don't know. It looks awfully silly though, doesn't it?

When you are inducted into the Cacti club, all the cacti must wear the hat, so the grand Boooba won't kick them out. That's my guess!
Okay boring answer - it keeps the cactus from freezing, just like a hat on your head keeps you warm. I like tif-do's answer better than that.
